Transparency on Project %

I would like to see a breakdown of why mods choose the % they list for a project's rating. Sometimes I see projects with barely any descriptions or dialogue with an 80%+ rating while well-done presentations with artwork, detailed descriptions, and links to the creators' previous works sit at the sub-50% level.
