Moderate the Comment Sections Under Projects

The insane amount of spam comments under most projects recently has been insane, I'm honestly not sure how you'd do it but something has to be done to prevent this (image provided, but with how zoomed out you have to go to see the comments, and no, this wasnt all of them, I'm not sure if you can even read it. Also added an example account's recent activity that's doing this.)

Maybe limit the amount of comments someone can make under different projects to, say, 5 every couple hours, and if anything, just SLAM the ban hammer onto all these spammers.
