Comment Limit/AI bot report button

These AI bots are so annoying! We need a limit on how many times people comment/spam in a day. Normal people don't comment 100 times in one day. Or if it seems like spam (the same comment on three sperate projects) it should flag it, and prohibit the commenter to comment that phrase for an hour or so.

I also think there should be an option to report someone because they may be an AI bot. I know that might get a little messy, but these bots are getting out of hand!
