Restrict the creation of Paid Casting Calls to Subscribers.

I've concluded that most concerns regarding paid roles can be alleviated by restricting the creation of paid casting calls to subscribers. In my opinion, if you can't afford to subscribe to CCC, then how can you afford to pay your talent? Keep in mind that project deferral is merely a promise of payment, not a guarantee, so until you're paid, your labor is considered free. Such an implementation would boost confidence in paid roles, reduce fraudulent ones, and generate revenue for the platform. I see no valid reason not to implement this.
