Allow project creators to disable shortlist/dismissal notifications

Casting directors should have full control of how public or private they would like their casting process to be. Personally, I would not want to disclose to applicants whether or not they were shortlisted for a role, especially not before the casting call closes. Users should be able to configure whether shortlist and/or dismissal decisions are private in a project's settings.
