Add (Negotiable Rate) as an option for paid Casting Calls.

Allowing talent the agency to negotiate their own rate, without needing to mark a project as deferred, when it isn't, or losing potential applicants due to a stand-in rate would be highly desirable for people with budgets seeking upcoming talent, but who aren't sure of an appropriate rate. Yes, there are rate guides, however, they mostly apply to voice acting or professional rates, and not the many other intermediate disciplines available here on CCC.
